Evangeline M. Wise, MA started her career in education as a kindergarten and first grade teacher in California. She spent many years as an administrator in the Prince George’s County (Maryland) Public Schools. She was the Program Developer for the Challenger Campus, a consortium of educational, health and social service programs that serve children and families from birth to adulthood. Ms. Wise’s other administrative positions included Assistant Supervisor and Staff Development Coordinator in the Title I and Head Start programs, vice-principal in an elementary school, and staff development specialist for the school district. During her tenure in Title I she designed, developed and implemented a multi-year staff development project in collaboration with the National Urban Alliance for Effective Education (NUA). The project included 61 schools and as many as 1,000 participants in a single year. Student outcomes showed a steady increase on the CTBS/4 for the first four years. Title I students netted an overall gain of 10 NCE’s in reading and 9 NCE’s in mathematics. It has been replicated in many sites across the country and remains to be the longest running NUA project.

Ms. Wise has been a consultant in many urban school systems, including Kansas City, Missouri; Charles County, MD, Newark, New Jersey; Milwaukee, Wisconsin; and Bay Shore, Long Island. She was a consultant to Disney Educational Publishing in developing the guiding principles for product development. and to Simon & Schuster in the development and publication of The Mathematics and Literature Connection. She is a proposal reviewer for the United States Department of Education and the National Science Foundation.

For many years Ms. Wise has presented at numerous national conferences such as ASCD, IRA, NSDC, NCTE, and USDE Office of Elementary and Secondary Conference. Her presentation topics include effective staff development practices, development of advanced skills for Title I student, parent/child activities that promote literacy, and effective reading, writing and math strategies for the elementary grades.

Ms. Wise has been an adjunct professor at Catholic University of America and Trinity College in Washington D.C. and at Goucher College in Towson, Maryland. She has testified before the United States Congress House of Representatives Subcommittee on Elementary, Secondary, and Vocational Education Committees to reauthorize Title 1. In 1995, she was recognized as an Outstanding Educator of the Year in Prince George’s County Public Schools.

Ms. Wise received her BS degree from the University of the Philippines and her MA from California State University. She is currently the Director of Recruitment and Induction for the NUA.
